Julie and I attended the 175th Octoberfest in Munich, Germany, the "die Wiesn". A beer festival, it is the world's biggest fair with millions guzzling beer in several large tents.
The next day, touring the Austrian Alps in an auto driven by a lovely young guide, I asked how many were arrested for driving under-the-influence. She assured me none!

A person driving under the influence in Germany undergoes a blood test to determine his level of intoxication. The police then take him to the police station for processing.
The police confiscate his driver's license and drive him home. His car is sold and the proceeds go to a "victims" fund. THAT'S JUST THE START OF HIS PROBLEMS.
At a personal cost of about 15,000 Euros, the offender must undergo extensive physical and psychological testing to determine if the person will be able to control their drinking in the future. If the offender fails the tests, 70% do, they must wait four months and repeat the costs and exams. ON A SECOND OFFENSE, THEY GO TO PRISON FOR A VERY LONG TIME, no exceptions.

Ben Franklin observed that "When people can vote themselves money, that is the end of the Republic". When the GOP Presidential candidate observed that the 47% who were receiving government dole or the 50% who did not pay taxes, would not vote for him, he was correct. He lost the election!
